Constant Vigilance readies Kinser and community for disaster response

Marine Corps Installations Pacific will conduct a bilateral disaster drill in conjunction with the Japan Ground Self-Defense Force, Urasoe City Government, Urasoe City Fire Department, civilian organizations, and others as part of Exercise Constant Vigilance 2014 at Camp Kinser Oct. 28.

Constant Vigilance is an annual MCIPAC exercise designed to validate and refine incident response procedures and train personnel on actions required in the event of a natural disaster. Our relationship with JGSDF is strong and we continue to train and build interoperability in order to ensure the future security and stability of both our nations, especially with respect to disaster relief. An example of the importance of training events like these can be seen in our rapid response during Operation Tomodachi.

Media attending are scheduled to view Local Implementation Agreement evacuation rehearsal with on-base student evacuation, civilian Dr. Heli aircraft landing, bilateral fire and emergency services technical rescue, JGSDF display of disaster preparedness equipment, and the landing of a JGSDF CH-47, all on Camp Kinser. Media are scheduled to have opportunity to interview participants involved in the training events. Our relationship with our Okinawan community and the GDSDF remains strong, and we continue to train and build interoperability in order to ensure the future security and stability of both our nations, especially with respect to disaster preparations. We have a long history of working together, and this training is the next step in a continuing relationship of cooperation and teamwork.

演習「コンスタント・ビジランス」で災害対応に備える

【在沖米海兵隊バトラー基地】海兵隊太平洋基地は演習「コンスタント・ビジランス 2014」の一環として10月28日、キャンプ・キンザーにて、陸上自衛隊、浦添市、浦添消防署、民間団体との合同災害訓練を実施します。

コンスタント・ビジランスは、海兵隊太平洋基地が事故対応手順の確認と向上のために毎年実施する演習で、自然災害における人員の対応を訓練するものです。海兵隊と陸上自衛隊の関係は強固なものであり、両国の今後の安全と安定、特に災害救助活動に配慮し、継続して訓練し相互運用を強化していく所存です。このような訓練の重要性はトモダチ作戦における迅速な対応でも明らかになっています。

取材内容として、現地実施協定に基づく生徒達の基地内避難の様子、民間のドクターヘリの着陸、両国の消防および緊急隊員の技術的援助、陸上自衛隊による災害対策装備の展示、陸上自衛隊のCH-47ヘリコプターの着陸など、全てキャンプ・キンザー内でご覧いただけます。また、訓練に参加している関係者へのインタビューも予定しています。海兵隊と沖縄の皆様および陸上自衛隊との関係は強固なもので、両国の今後の安全と安定、特に災害対策活動に配慮し、継続して訓練し相互運用を強化していく所存です。共に連携してきた長年の歴史がありますが、今回の訓練はお互いの協力とチームワークの次なるステップとなるでしょう。
